PVO Funding Opportunities
USAID registers U.S. and international private voluntary organizations (PVOs) wishing to become eligible to compete for assistance funding available from the Agency.
Under USAID policy, no funds appropriated under the U.S. Foreign Assistance Act may be made available to a PVOas defined by the first four Conditions of Registrationthat is not registered with USAID. (Disaster assistance funding and funding received through subgrants or contracts are not subject to this requirement.)
Registered PVOs are eligible to compete for the following types of assistance:
Development Grants Program
The Private and Voluntary Cooperation Division (PVC) also manages the Development Grants Program. The program seeks to develop relationships between USAID and registered U.S. PVOs and indigenous nongovernmental organizations that have had limited experience working directly with the Agency. Periodically, PVC solicits applications to address needs in priority sectors, as identified by local USAID Missions. See the Development Grants Program page for additional information.
Other Organizations Seeking to Work with USAID
USAID may partner with a variety of organizations that do not meet the definition of a PVO, such as churches, synagogues, mosques, or other similar religiously affiliated institutions; universities; private foundations; and hospitals. In addition, the registration requirement does not pertain to local nongovernmental organizations or indigenous PVOs.
In the absence of registration, Missions are encouraged to ensure that any local organization receiving funding from USAID is able to manage the funds and has financial control systems in place to do so. A pre-award survey is recommended in such cases.
