PVO New Applicant Registration

USAID registers private voluntary organizations (PVOs), both U.S. based and non-U.S. based, that conduct, or intend to conduct, program activities in one or more countries other than their county of origin and that are consistent with the general purposes of the Foreign Assistance Act and/or Public Law 480.

  • A U.S. PVO is incorporated and headquartered in the United States.
     
  • An international PVO is non-U.S. based in that it is organized under the laws of the country in which it is domiciled and headquartered.

Organizations seeking registration with USAID are encouraged to contact the appropriate USAID country Office or Mission or regional Bureau to discuss the relevance of proposed or ongoing activities to USAID's overall legislative mandate. See the USAID Mission Directory for contact information.

Registration Process for New Applicants

New applicants complete the application process online. On your initial visit to the registration site, you will be asked for a DUNS Number (available from Dun & Bradstreet, Inc.) and contact information.

You will also need to know your organization's legal name (as indicated on its articles of incorporation or charter), its fiscal year-end date, and the fiscal year covered by the financial data you intend to submit.

General registration requirements include the following:

  • A new applicant's date of incorporation must be at least 18 months prior to the application date.
     
  • All new applicants must submit audited financial statements prepared both on an accrual basis in accordance with generally accepted accounting practices (GAAP) and by an independent, certified public accountant.
     
  • Financial statements must reflect a fiscal year that ended within 15 months of the application date.

Organizations that have been removed from the PVO Registry should apply as new applicants.
